Boucias COLLEGE roa | Mad Hatter Page 3 ARCHIVES NSTITUTIONAL ASSUMPTIONS 7 The overall annual growth rate will be minimal over the next five years, but could be the equivalent of 100 F.T.E. annually as a result of increased productivity, the maintenance of pur- chasing power, and funding for designated programs. The College will remain a comprehensive institution, offering: A. Academic Programs B. Career-Technical Programs C. Community-Based Programs D. Vocational Programs with appropriate student services to ensure access and main- tenance of these activities. Capital facility expenditures will be limited to the require- ments of new programs. Operating capital for new programs will only be available from the Minister of Education, for Provincial priority programs, or from other co-operating agencies. College programs will reflect employer-defined needs and com- munity-expressed needs for education and training. The College facilities and/or contract services and programs will generate significant revenue. New technologies, independent learning modes, and diversifica- tion of delivery systems will be factors in the development of the College's response to the diverse clientele in its community. Given that transit services will decrease, fares will increase, automobile transportation will be more expensive, and that the Light Rapid Transit System will not be completed until 1986, there will be an increased need for locally available educational programs if the principle of Equitable Access is to be observed. Given the present involvement in trades training by Kwantlen College and P.V.I. and manifested in Ministry of Education assumptions, Douglas College will not offer trades training by program.
