PAUL DEVINE, VICE-CHAIRMAN ORDER WHEREAS the Industrial Relations Council (the "Council") has received a complaint from Douglas College, (the "Applicant"), pursuant to Sections 28 and 81 of the Industrial Relations Act (the “Act") alleging that the Douglas & Kwantlen Faculty Association (the "Respondent") has violated Section 81 of the Act and the Industrial Relations (Voting) Regulation; AND WHEREAS the undersigned was established as a Panel of the Council pursuant to Section 13 of the Act to deal with this matter; AND WHEREAS the Panel has read the complaint filed herein on January 4, 1988 and the statutory declaration of Ross A. Cameron, also dated January 4, 1988, filed in support of the complaint;
