DOUGLAS COLLEGE | INTER OFFICE MEMO TO All Faculty DATE: 24 Jan 74 FROM: Howard Eaton, Ombudsman 2 AMAL ook LIBRARY * : LiL fA : fe ss Bam's Set RE; Faculty Evaluation Procedures DOUGL uunice Because of a number of comments and inquiries which have cone to me in the last month or so, I believe it would be uscful at this point to make some remarks about the College's Faculty valuation Procedures. For practical purposes these procedures are the ones described in the 1972-73 Handbook for Faculty Members, They are supplemented by our accumulated experience, ind complemented by the existence of the Faculty Association. The procedures them selves offer considerable protection to Faculty within the Colleye framework, and the Faculty Association; completely independent of College procedures, provides an Ombudsman and. an Executive Committee which can make representations on behalf of all Faculty, The Faculty Evaluation Procedures described in the Handbook ave part of the conditions of employment within the Collese., ‘the ultimate result of these procedures is a recommendation to Che Principal, who makes the final decision within the Collepe frame- work. If these recommendations are not authoritative within the College framework, then the Faculty is-not truly protected by the procedures, Thus it is not in the interests of Faculty that the Principal should ignore these recommendations or that any OUP ie 7 aw | College group, including College Council, should involve itself in these procedures in a way not specified within the procedures themselves, or should attempt to alter determinations inade through these procedures, Therefore, I recommend that, in order that the Integrity of our Faculty Evaluation procedures be protected, all Faculty refrain in future from participation in any College activity connected with fo MNY SPYCEIh He. case, but ‘net part of the prescribed Procedure, specifically, | do not believe Faculty should participate on meetings called by College Council or by any of its members acting in an official capacity, when these meetings deal with «a specific case being considered under these procedures, Faculty are obligated to attend such meetings, as cmployees of the Collcpe, o1 may be so obligated. In any case, respect for the Collepe Council and courtesy towards its members, as well as the responsibility to express the concerns above, are sufficient reasons to attend, But participation should be limited to explaining that vour concern for the integrity of our present procedures makes it impossible ton you to engage in a substantive discussion about any specific case, 2.
