In particular, the legislation has given the Universities Council unspecified responsibilities in reviewing the academic budgets of Colleges. ® Moreover, recent comments from the Ministry have not clarified the issue. It is, there- fore, an appropriate time to examine in detail the Academic Role of Community Colleges -- past, present, and future.
