The new Colleges Act has created some
uncertainty about the future of academic
programmes in Colleges. In particular,
the legislation has given the Universities
Council unspecified responsibilities in
reviewing the academic budgets of Colleges.

® Moreover, recent comments from the Ministry

have not clarified the issue. It is, there-
fore, an appropriate time to examine in
detail the Academic Role of Community Colleges
-- past, present, and future.
