INSIDE DOUGLAS COLLEGE / JULY 3, 1990 MEMORANDUM June 15, 1990. TOs All College Personnel Douglas College Faculty Association (Pam Burry) B.C. Government Employees Union (Steve Sale) Douglas College Student Society (Jamie McEvoy) a —_ an FROM: Bill Day wes RE: Educational Governance Model A comprehensive review of the College's educational governance system was undertaken approximately 18 months ago, because of ongoing dissatisfaction with the current model. As you know, the existing model is based on standing committees at the department, division and college-wide level. The attached documents are a product of that review, and constitute a report from the review committee and a decision by me, which is based on consensus of faculty and administration representation. In summary, it calls for the elimination of standing divisional education committees, the vesting of increased authority at the department committee level, and the creation of a much larger and more representative college-wide body - the Education Council. The current model will continue in existence over the summer. Between now and September lst, discussions will continue in order to clarify the appropriate relationship between the college administration and the educational governance system. The revised model will be implemented on September 1, 1990. Matters remaining on the agenda of the College Education Committee will be transferred to the new Education Council; matters remaining on the agenda of the divisional committees will be transferred, at their discretion, to the departmental committees, or to the new Education Council, via memorandum. As a first order of business, both the departmental committees and the Education Council will address the issue of orientation and training of members. This will include a review and discussion of existing guidelines. The Deans and President will be available for assistance, as required.
