ANNOUNCEMENT On November 18, 1982, the College Board ratified a re-negotiated agreement with the Douglas/Kwantlen Faculty Assoc- jation. In summary, this agreement provides for 5 days leave without pay for Douglas College faculty during this fiscal year. The College guarantees employment to August 31, 1983 for all Douglas College regular faculty. I have requested the Deans and Bursar to take appropriate action immediately, in order that programs, activities and courses that would otherwise have been affected may be programmed and scheduled. : This arrangement leaves the College in very difficult financial circumstances next year. On the other hand, it will allow for a methodical development of our criteria for college priorities, and cooperative exploration of alternatives to layoff of faculty and staff during these difficult times. LOWER MAINLAND COOPERATIVE PLANNING GROUP The Lower Mainland Cooperative Planning Group consists of the Principals/Presidents of Kwantlen, Douglas, Vancouver and Capilano Community Colleges (Fraser Valley maintains observer status), and the Principals/Presidents of PVI and OLI (BCIT, Emily Carr and the Justice Institute are observers). : The group members have agreed to establish a Programme Inventory for all subsidized programs provided by their respective institutions. The purpose of this study is to initiate a common, shared, comprehensive information base on all instructional programs offered in the Lower Mainland. The intent of the study, as it develops, is to identify programme areas where discussion of cooperative planning by institutional representatives might be pursued from a common information base. The study is not a decision-making mechanism; it is a fact- finding mechanism. Once sufficient information is assembled, it is anticipated that, under the direction of the Boards of the institutions and with the participation of appropriate personnel from each cooperating institution, discussion of actions of a cooperative nature might be more effectively pursued than in the absence of a common, shared, comprehensive information base. I have assigned the responsibility for developing, maintaining and communicating the Douglas College segment of this work to Ed Redmond. He will be working with all educational administrators in developing the information. It will be provided to all governance committees, as well as to the Lower Mainland Cooperative Plannina Group.
