Fraser noted that colleges, too, will be able to compete with schools and universities for funding of special initiatives from the $119 million Excellence in Education fund. "Because colleges, unlike schools, do not have access to the residential property tax base to increase their funding levels, it is important that colleges proceed with imagination to develop proposals for the fund to get their fair share of the special initiatives’ funding, he said.
