COLLEGES HAVE A CAPACITY OVER THE LONG TERM TO SHIFT PROGRAMS
SO THAT GREATER EMPHASIS IS GIVEN TO PRIORITY PROGRAMS.
"Shift" is defined as the discontinuance of present

activities and the undertaking of new programs that
have national, provincial, area, and College priorities.

DEMAND FOR COLLEGE SERVICES WILL BE GREATER THAN THE POSSIBLE
SUPPLY. ;
Actual demand by program and discipline to be reviewed.

‘Specific services may be provided at levels less than
capacity.
