will focus on the question of the degree to which they are operationally
connected.

The primary issues will likely be:

o Are the secondary schools a "baseline" for the colleges and
therefore are to incorporate adult students?

o Or, do the colleges/institutes constitute a comprehensive system
of adult schools, essentially free-standing?
