1987/88 PROVINCIAL GRANTS At a meeting of the Council of Principals on March 3lst, the Colleges were informed on the grants for the 1987/88 fiscal year. The news bodes well for the provincial system for 1987/88 as the funding has been established at Level IV package 7 of the Ministry's budget priority levels. On a system-wide basis the operating grants for Colleges & Institutes total $291 million which represents an increase of 6.7% over 1986/87. Highlights of the system funding include: - 3% increase on base - $4 million for equipment replacement - $1 million operating capital - Adult Special Education grants increased from $400,000 to $600,000. - Business development centres to be funded at the same level as in 1986/87. - Ministry to have access to $27 million Excellence in Education Fund of which $11.7 million is for ColJeges & Institutes. - $1 million for upgrading of computer equipment ~ No further reductions to be made in level of CEIC funding for vocational programs. - Additional financial assistance for students (exclusive of the Excellence in Education Fund). With regard to specifics for Douglas, the preliminary 1987/88 expense plan was based upon a conservative assumption that funding would be at level II package 3. We are pleased with the higher level of funding and the summative effect is that the College is now being funded at a level commensurate with or close to our actual program profile. No significant cutbacks or reductions in service are therefore contemplated at this time. In addition the College is receiving funding for three additional programs [(1) B.O.E. Industrial Cleaning; (2) Interpreter Training; and (3) Stagecraft] and the Maple Ridge Community Education Centre. In the case of these additional programs and the Maple Ridge Education Centre, operating decisions have yet to be made regarding implementation.
