Well, at least it’s a new fiscal year, beginning April 1. College Bursar Peter Greenwood has released some details of the Expenditure Plan for the 1993-1994 fiscal year and it is now obvious that the provincial deficit will be e here too. "The public sector in Canada is feeling se- vere fiscal pressure, and Douglas College feels it too," says Greenwood. "Finan- cially, we’re in much better shape than most institutions, and we’re confident that we'll be able to provide, overall, the same level of service to students, albeit with some shifts and modifications." The Ministry of Advanced Education is urging all community colleges to do more with less. Post-secondary education received a 3% increase this year, but the funds are to be used only to provide more student access, not for inflation or salary increases. Centre, but the bright light at the end of the tunnel for Douglas College is the Pine- tree Way Campus in Coquitlam. As of INside publication time, the Dean in charge of the new Campus, Jim Doerr, said he was hoping to receive planning money from Victoria any day now. This will allow architects to begin design work. To fund regular operations, Douglas Col- lege is getting a base operating grant of $27,202,791 from Victoria for 1993-94. Demand for education has never been greater and the College goals and philoso- phy include maintaining both access to post-secondary education and high quality of programs. So where exactly does the money go? First, it’s important to look at where it comes from. The Ministry grant makes up 76% of the operating revenue, while 14% comes from tuition, 6% from interna- tional education fees, 2% from non-credit tuition, and 2% from miscellaneous and interest.
