TO? B. DOUGLAS COLLEGE BOARD June 23, 1988. = 2 External Matters - Education (Cont'd.) There is increasing interest in the nature of the relationship between Douglas College and the Maple Ridge School District. In this connection, I was asked to make a presentation to the Surrey School District administration on June 9th. The ACCC Annual Conference, in St. John, New Brunswick, and the BCAC Conference at Harrison Hot Springs, were held during the first two weeks of June. Persons attending the ACCC Conference from Douglas College were: Dr. Pauline Hughes - College Board; Mr. Bill Day - College Administration; Mr. Gordon Gilgan - International Education Advisory Committee; Ms. Gladys Loewen - Adult Special Education (Presenter); Ms. Jean Campbell - Mental Retardation (Presenter). I will be serving on the ACCC Board of Directors for a period of two years, representing the B.C. and the Yukon college administrations - replacing Dr. Paul Gallagher, of Vancouver Community College. As the Board knows, I am also a member of a four-person task force to address the matter of Adult Literacy Programs at Canadian community colleges. Prior to the B.C.A.C. meeting at Harrison, the regular June meeting of the B.C. Council of College & Institute Principals occurred. The dominating issue was the nature and distribution of the supplementary funding to the Colleges & Institutes - the $8.3 Million “Enrollment Fund." Douglas College has received a formal allocation of 225 FTE students in Academic and Business Open Enrollment Programs. Many questions remain unanswered, and the amount is far short of that required to address the numbers of students attempting to register at the College. Our return rates, and new application rates, are far ahead of last year's numbers at this time, and there is every likelihood of a major enrollment crisis looming. The Ministry has been kept informed of our numbers, and all applicants have been warned of the difficulties they will experience in attempting to register at Douglas College in open enrollment programs. In this connection, I must inform the Board that the College has now entered a period of increasing space difficulties, if our present conservative assumptions regarding student enrollment hold true. The situation is likely to be rendered more difficult by the possible transfer of certain programs to Douglas College, as well as the implementation of programs in our 5 Year Plan which have already been approved.
