President’s Report Highlights - January On January 17, the Ministry of Skills, Training and Labour sponsored a seminar on the implications of the Axworthy Paper. I was requested to attend as a result of papers I have written and presented on the topic in Ottawa and to the Advanced Education Council. A very positive aspect of the Axworthy Green Paper is that it is forcing discussion’on underlying policy issues within the province and at the national level that have been avoided over many years because of our wealth and our ability to fund a range of activities, clientele and purposes without having to rank and prioritize them. I will do my best to keep the Board informed and up-to-date, and to encourage discussion within the College, on the assumption that we must also be increasingly clear regarding our mission, our clientele, and the priorities for our expenditures. On January 13th, a number of representatives of Douglas College from the administration and Board attended a memorial service for Frank Beinder. Frank was a major force during the 1960’s for the development of community colleges in British Columbia; a president of the B.C. School Trustees Association; the founding executive director of the B.C. Association of Colleges. V3L 5B2 Since the last Board meeting, discussions with Selection Committees have concluded, and I have made appointments of the three educational Vice Presidents. The next stage of College restructuring is now commencing. Tentatively, the Vice Presidents have agreed they should have completed consultations, and made decisions regarding the overall College structure by the end of April. A memorandum on this matter will be provided to the College community within the next few days. The Task Force recommendations were tabled last May. The College has been working since then to make changes that will let the College respond to shifts in the post-secondary playing field, including shrinking provincial per-capita operating dollars. “We have made the central positions fewer, and we’ ll put more decision- making power into the hands of the departments. It allows decision-making to take place closer to the point of service delivery, which is vital in a multi-campus institution,” said Day. Last week the College moved to four senior administrative positions reporting to the President, down from the previous meeting of the Vice Presidents, a number of Department Chairs and Directors, and staff to review the preliminary report of the consultant on the Pinetree Capital Campaign, with specific reference to curriculum development at Douglas College... expect to play a prominent personal role in fundraising and accordingly, will be adjusting my work schedule to focus increasingly on fundraising activities, and support to the Vice-Presidents who will increasingly be assuming operational responsibility for all College operations. & six. Day says the new structure helps resources go further before the Pinetree Way campus opens in Coquitlam in 1996. The College now has four divisions, down from the previous six, and four vice presidents. Administrators in the new positions are: Al Atkinson, Vice President of Educational Services; Mia Gordon, Vice President of College Development; Peter Greenwood, Vice President of Finance and Administration; and John McKendry, Vice President of Instruction. The second phase of reorganization involves changes to departments within the new divisions. That process is underway, and formal plans should be completed by the end of April with most changes expected to be made by the time the new Pinetree Way campus opens in the Fall of 1996. your participation!
