Realistic increased efficiencies (productivity) are to be identified and built into the plan. The judgment of the College Board is that it is likely that this point of "cleavage"from the Ministry's assumptions might well occur relatively early, qiven the reduction in Colleac operations that has already occurred over the past year. In addition, it is the Board's assessment that we can plan with reasonable clarity for the next 2 years, but that to plan for 5 years in any detail, given the instability of our social and economic environment, is likely to be very difficult.
