INSIDE DOUGLAS COLLEGE / DECEMBER 19, 1989 POLICY REVISIONS To: All College Personnel From: Barbara Bessey As a result of the ongoing review of all Administra- tive Policy, changes are now occurring to some of our existing policies. In this edition, you will find four up- dated policy statements. In each case, the changes have been in the Procedures /Rules Statement, as opposed to the Policy Statement itself. Thus, the College Manage- ment Committee has approved the revisions, and the College Board has been informed. The changes have been underlined, for easy identification. The policy revisions are to: A04.04.02 Fund Raising A04.04.03 Foundation A10.01.03 Student /User Conduct in Public Areas of the College A17.01.03 Academic Performance In addition, two policies have completed the review process, and have been validated as they stand by the College Management Committee. They therefore remain unchanged in the Policy Manual. These policies, and their original approval dates, are: A17.01.02 Student Conduct and Student/Employee Relationships (September 22, 1988) A17.01.03 Curriculum Approval Variance June 18, 1987) Hard copies of the Policy Manual are located in the offices of the Deans, Directors and Chairs, as well as at my desk. Please watch future editions of “Inside Douglas Col- lege” for news of further revisions. A system will be in place shortly enabling any mem- ber of the College community to access the Policy Manual through our computer terminals. An an- nouncement will be made in this regard as soon as pos- sible. A04.04.02 FUND RAISING Effective Date: October 31, 1989 (Revision) POLICY STATEMENT: Individuals representing Douglas College are responsible to the College, and act under College authority, when engaged in fund raising activities. PROCEDURES/RULES STATEMENT: 1. External Activities - Fund raising activities that use the College’s name and are carried out by constituencies of Douglas College, personnel employed by Douglas College, or students enrolled in Douglas College, shall be authorized by the appropriate Dean, after consultation with the Community Resource Development Officer. This regulation does not apply to groups having separate legal status, even though they may be associated with Douglas College. 2. Internal Activities - Fund raising activities require the prior — of the appropriate Director or Chair, and the Director of Facilities Services. 3. Where activities require the use of a provincial lottery license number in the name of the College, the following conditions shall apply: a) All license applications must be processed through, and issued in the name of the Douglas College Foundation. b) Financial accounting of the activities shall be under the authority of the College Bursar. c) Thirty percent of the net proceeds of such activities shall. be assigned as undesignated funds to the Douglas College Endowment Fund. Exemption to this regulation is provided for activities pre-dating College Board approval of the policy. A04.04.03 FOUNDATION Effective Date: October 31, 1989 (Revision) POLICY STATEMENT: The Douglas College Foundation shall be the fund raising agent of Douglas College. The Foundation is responsible for approving, coordinating, and acknowledging all solicitations made on behalf of Douglas College for private support. PROCEDURES /RULES STATEMENT: 1. Grant applications from College departments will be reviewed by the Foundation Directors in the Fall and Spring of each year. 2. Guidelines for submitting funding requests will be developed by the Foundation and publicized to the Coliege community. 3. The Foundation will be responsible for acknowledging all donations from the private sector made to Douglas College. 4. The Foundation will encourage cooperative relationships in support of fund raising efforts by groups associated with the College. 5. The Foundation has the responsibility of soliciting, receiving and recording gifts made to Douglas College from business and industry, foundations, and other private sectors. 6. Bequests and gifts of property are also handled by the Foundation. 7. The Foundation Board of Directors manages the assets of the Foundation, makes short and long-term investments, and allocates funds to the College as they become available. 8. The Foundation office maintains records of giving, files reports and submits legal documents to auditors. continued on page 6 5
