Summary Notes on Guidelines

FOR THE PREPARATION OF STRATEGIC AND OPERATIONAL PLAN
INCLUDING SUMMARY OF POST-SECONDARY GOALS AND OBJECTIVES

 

For the information of College personnel working on or concerned with
the development of a Strategic (1983-88) and Operational (1983-84 and
1984-85) Plan, the following excerpts and Summary Statement are provided
for your convenience. Clarification and/or detailed information of the
Summary Statement can be found in the Ministry of Education document:
"Guidelines for the Preparation of College Strategic and Operational
Plan" - dated December 10, 1982.

l. Ministry of Education to assign personnel to each College.

2. Annual update - June 1

Add-on year for 1983-88 plan is 1988-89.

Fixed portion should remain constant.

Add-on year should support existing objectives.

No substantial changes should be made to 1983-88 goals
and objectives.

3. Must be clear relationship between statements defining the
College's environment, assumptions, poals, objectives, and
action strategies.

4. Must include specified assumption:

Restraint will prevail.

Greater productivity.

Produce greater revenues.

Limited facilities expenditures.
Capacity to shift programs.

Service demand greater than capacity.

5. Framework for plan is prescriptive. (See Page 4)

‘Il. Mission Statement:

As the Strategic Plan provides an opportunity to derive a Mission
Statement, the following appropriate excerpts from the ‘College and
Institute Act' is provided:

Section 7 - Objects of College:

The objects of a College are to provide comprehensive:

(a) courses of study equivalent to those given by a
university at the first and second year post-—
secondary level;
