President’s Report Highlights - November The month as a whole has been heavily conditioned by the Green Paper on Social Services Reform - the ‘Axworthy Report’. On October 20 & 21 the Council of CEO’s met with Garry Wouters and staff to discuss elements of the Axworthy proposal, and initial reactions to this at the government level, as well as the college and institutes. At that time, I briefed the group on the ACCC work that has been done in this area, and distributed the notes that I had prepared on the matter as a result of a request from David Anderson’s office (Minister of National Revenue) and the AECBC. On November 4 & S, I attended the Canadian Bureau for International Education Conference in Vancouver, representing Douglas College, and speaking to the topic of institutional cooperation. This latter honor was a result of the reputation achieved by Douglas College as an institution with an excellent record of cooperative relationships in international education. I should mention to the Board that this is a product of the excellent teamwork and coordinated leadership shown by Tad Hosoi, Manager of our International Education office, and administrators and faculty throughout the College. V3L 5B2 On November 14, I had the pleasure of meeting our newest Board member, Mr. Tom Crawshaw, who will be introduced at more length to the Board at this regular meeting. I have attended regular department meetings of the Psychiatric Nursing, Child, Family and Community Studies, and Continuing Education, to refamiliarize myself with issues, problems and successes occurring within these units. These visits are proving to be very helpful to me in understanding the pressure, strains, and successes of departments throughout the College. A firm of consultants has been hired to carry out a feasibility study on our Pinetree Campaign. Work on this is progressing very well, and we can expect to receive a report and recommendations for the campaign in the immediate future. Over the next nine months, the Board should keep in mind the very high level of stress under which this College is working. Douglas College specifically has added stress levels, resulting from the movement to a large multi-campus organization, significant organizational restructuring, the final design and building of the campus itself, major money raising, and the selection and orientation of a new CEO. Under these circumstances, I ask for the Board's continuing understanding, and support of the College and the individuals working within it. Review of College logo planned The Public Information Office is initiating a review of Douglas College's visual identity and logo. Anyone interested in participating in the review please contact Bruce Livingstone (local 5214) or Brad Barber (local 5327). 2 Hey — wanna be on the Board? Bill 22 is an amendment to the Colleges and Institutes Act devised through a process of consultation with different organizations and interested groups. College Board members have traditionally been appointed by the provincial government and those appointments will continue. The new legislation provides for additional elected members from within the College constituencies. The legislation also formalizes the concept of an Education Council and provides it with sole authority over certain matters as well as joint authority and advisory powers in conjunction with the College Board. Education council will be made up of elected members from faculty, support staff, students and appointed administrators. The Registrar has been charged with conducting elections for the College Board and Education Council. As Registrar, Trish Angus has been consulting with each constituent group and the College Board Chair to devise the procedures for election of members to the College Board and Education Council. Once the procedures are finalized, they will be made available to all employees and students at the College. In addition, an annual calendar of events for conducting the elections will be published. Bill 22 is to be proclaimed in the first week of January. Elections may take place before this date but new members could not sit on the College Board or Education Council until after proclamation. Elections can be held after the proclamation date as long as they are not delayed unduly. The Call for Nominations will be announced within the next four weeks and prospective candidates will be given a designated period to declare their candidacy. Candidates should read and clearly understand the responsibilities of the positions and be prepared to serve the full term of office fulfilling all the duties of that office. Faculty and support staff candidates will be elected by a mail-in ballot procedure. Student representatives will campaign and polling stations will be set up on both campuses.
