One of the terms of reference of the Task Force on the Community College was to recommend a form of governance which 45 representative of a hegion and which reflects a balanced regional and Provincial concern. Which then naises the question are school trustees always nepresentative of a region? Studies conducted across Canada say, no! In your own files, S41, you can find startling statistics regarding the large number of trustees, "elected," by acclamation. One fairly Large school board holds the unenviable record of forty years by acclamation: Many editorials, as you well know, have been written on public apathy at the polls. Under our present Legiskation a trustee can be chaiuman of both school and college boards. What about that element of time and the matter of priority? Whereas, a trustee receives an honorarium of $2,000. a cokkege councillor receives no such stipend. Where would your priority Lie? However, with the greatly increased reponsibilities of college board members, (back to Local autonomy), the Task Force recommends that an hononariun, per meeting, $2,000. yearly maximum be paid. Do you consider it practicatky on prudently wise, Sir, for anyone to neceive two honor- ariums? One resource we are not Likely to deplete 44 peopke. Nevertheless, we do envisage five committees in addition to the Nominating Boand Committe, on which we hope trustees will be able to pkay a co- ondination hole between the schools and cokkeges. Also the term,"school boards," appears at Least four times, on page nineteen, where we spell out the composition of these committees which will, in many cases, Supply new mnogrammes and services to the community. It 4 the desire of the Task Funee that with such co-operation, the residents of a region wilh be ensured of even mone efficient and effective use of existing educational resources. An example would be the Media-communications services commitee.
