YORK UNIVERSITY = KENYA. PROJECT The York University-Kenya Project was established in Kenya in January 1970. The presently advertised positions are for replacements for team members who are leaving Kenya and for expansion. The York University-Kenya Project is sponsored by the Canadian International Development Agency. The general objectives and responsibilities of the York University-Kenya Project are: - To advise and assist the Government of Kenya in the preparation and implementation of development plans and projects. . opie - To establish a comprehensive system for the preparation and pouGe” ' acrveS implementation of projects and programmes inthe Government of A Kenya, 4 ela Applicants witha Ph.D. level, or its equivalent, qualification in economics, geography, administration or planning are preferred although those with an M.A. degree wil! be considered. Applicants should be either Canadian citizens or landed immigrants in Canada. Appointments are for a period of not less than one year and may be extended. There is considerable flexibility in the staffing, and any appointment can be made atonce. It is hoped to have all appointments made by January and people in the field as soon as possible. SECTORAL EMPHASES In addition to work related to general project objectives and the development of a central project inform- ation system, appointments will be made with reference to the particular priorities of several sectors. 1, Agriculture To participate in a major review of development programmes and policies in agriculture as a basis for a planned restructuring of public sector investments in agriculture. Of particular concern is the development of major programmes and projects that will bring material benefits to small holder farmers in Kenya. : Industrial and Commercial Development To prepare and review projects proposed for industrial and commercial development and to partici- pate in the formulation of a long term strategy for the development of these sectors in Kenya. A major dimension of the work relates to problems of appropriate sectoral and regional emphases and to the development of improved systems for handling input and output requirements. Tourism To participate in the formulation and implementation of major programmes for the further develop- ment of the tourism industry in Kenya. Work will involve both wildlife and park management development of the Indian Ocean coastline. Ener To advise the Ministry of Finance and Planning in its discussions with other Government depart- ments and private companies as they relate toutility tariffs and pricing policies and to assist in the formulation of programmes for rural electrification. Parastatal Marketing and Development Boards and Corporations . To analyse the programmes and policies of public sector boards dealing with the marketing of agricultural and other commodities and with the development of certain sectors, and to advise the Ministry of Finance and Planning on appropriate measures for more closely co-ordinating the activities of these bodies with those of the Government. Health and Social Services To analyse andevaluate programmes in bothpreventative and curative health, the training of para- medical personnel, family planning and the development of health services in rural areas. Public Accounts and Accounting Systems To review existing systems of budgeting and accounting as a basis for developing procedures for extracting the information required to maintain an up-to-date status of expenditure file on capital expenditures. A major revision in previous accounting practice in Government is under way at present and it will be necessary to work closely with this group. Education Sector Planner with experience in the preparation and evaluation of public sector educational programmes in a developing country context. Work will involve programmes at primary, secondary and tertiary levels and require close collaboration with existing planning unit in the Ministry of Education. Particular attention at this time will be given to the formulation of a long term programme for the development of educational facilities and capacities within projected demographic and financial constraints, This appointment will involve close technical support to a commission established to review national education policies, objectives and costs.
